Goods Imported Into Uganda Require A Certificate Of Conformity (CoC)

Imports Inspection And Clearance Scheme

Inspection of imports coming into Uganda is one of the UNBS mandates that emerged from the UNBS Act Cap 327 which became operational in 1989. Import Inspection duties entail enforcing the requirements of the Uganda standards in order to protect the health and safety of the public and the environment against dangerous and sub-standard products. In the subsequent years, a number of amendments and regulations with regard to Import inspection and clearance have been passed and issued by the government to ensure that imports meet requirements of the approved standards in Uganda.

In order to ensure safe and quality assured products are imported into Uganda , the Uganda National Bureau of Standards (UNBS) established its Pre-Export Verification of Conformity (PVoC) program in June of 2013.

PVOC Process And Routes To Compliance

COC Process incloud:

1.Provide application form,proform invoice,packing list and test report(if have)

2.Processed inspection

3.Provide final invoice and packing list to issue COC

To facilitate trade and to adjust intervention according to the risk, the pVoC program offers 3 different
routes to demonstrate compliance:

• Route A: applicable to any goods and any trader

• Route B: for frequent traders of homogeneous goods that have been registered by Bureau Veritas

• Route C: for manufacturer who had their goods licensed for Uganda

The objective of the inspection is to check that:

• Goods presented for inspection are the ones identified during the documentary review,

• Products comply with applicable standard.

• Goods match the description in the import documents.

Precautions For Uganda PVoC/CoC Certification

Label: Model (must be consistent with the packing list/proforma invoice).
Label: must be marked with the country of origin “Made in China”.
Labels and instructions (if any) need to use less English.
If the product is marked with an expiration date/shelf life, the goods must arrive in Uganda before the expiration date (75% of the shelf life is required after the food arrives at the port).
The rated voltage of the product connected to the main power supply (if there is a plug), or the rated voltage range should include 220v 230v or 240V. Requires UK type plug or equipped with British standard plug converter.
The rated frequency must include 50Hz.
